The Secretary to the Treasury at the ministry of Finance, Keith Muhakanizi, has written to the Ugandan embassy in China to transfer USD 538,200 (approx. UGX 2 billion) back to the Contingency Fund with immediate effect.

“As you are aware on the 28th February 2020 this Ministry transferred USD 600,000 to the Uganda mission in Beijing to support the affected students,” Keith wrote in a letter dated March 10, 2020.

“However upon receipt of the cabinet extract, we noted that there is discrepancy between the amounts therein and that stated in the letter from Ministry of Education and Sports.”

The letter directs the accountant to return 538,200 USD (1.997 billion Shillings).

“The purpose of this letter, therefore, is to direct you to return the excess 538200 back to Contingencies Fund account,” Keith said in the letter.

Cabinet had directed the ministry to send $61,800 to students stuck in Coronavirus-infested Wuhan but Finance mistakenly transferred $600,000 on the request of the education ministry.

The 105 Ugandan students in Wuhan city had cried out to government citing lack of food and other supplies after being confined in hostels.
