Nakalema arrests 20 Nansana officials over Shs2bn fraud

The Head of State House Anticorruption Unit, Lt Col Edith Nakalema, on Friday arrested 20 public servants at Nansana Municipality in Wakiso District for misappropriation of more than Shs2bn.

Nakalema went to Nansana Municipal Council following citizens’ petitions against alleged corruption and abuse of office at the municipal Townhall.

Together with the PS Local Government, Mr Ben Kumumanya, and other municipal officials, they listened to all the complaints that Nansana residents have.

The allegations raised include: 1. Mismanagement of funds from: a) Property rate – UGX.985M b) Donor funds for HIV support activities – UGX.250M c) Nansana green project – UGX.120M 2. Delayed plan approvals which have led the municipal to lose UGX.1.7Bn.


The Town clerk is alleged to have abandoned his station. He has attended only 1 out of 6 meetings.

Others include; Failure to remit the mandatory shares of locally raised revenue to divisions, Absence of a budget desk contrary to Local Government regulations and Irregular deployment of staff.

Following the complaints, PS Kumumanya, announced that the Ministry of Local Government is taking over the administration of the Municipal to allow for a clean-up of the administration.

Also under investigation is the management of donor funds to the tune of Shs250 million, which was allegedly banked on personal accounts of the suspects, and diversion of unspecified amounts of money in remittances from the Road Fund.

Municipal officials implicated were handed over to police detectives led by Kampala Metropolitan Police commander, Moses Kafeero, for investigations.

The arrested include; human resource officer, Gertrude Nansukusa, Ambrose Atwoki, the head of finance, Agnes Nakabugo, the municipal planner, Simon Kiguli, the clerk to council, Adia Nayiga and the health inspector, Robert Kagwire.

Nakalema ordered two officials Florence Nayiga and Joseph Sekalongo, who had earlier been arrested on the orders of the Resident District Commissioner (RDC), Rose Kirabira, for allegedly hacking into the municipality’s financial system and carrying out illegal transactions, to be re-arrested.
