Speaker Rebecca Kadaga has said she will not allow the parliamentary committee on Statutory Authorities and State Enterprises (COSASE) to conduct a second inquiry into the closure of seven commercial banks by Bank of Uganda.
Sam Obbo, the Press Secretary to Kadaga said the speaker had informed him that she is going to stop any attempt to re-open the investigation by Cosase.
“The Speaker is going to write officially and stop Cosase chair Mubarak Munyagwa,” Obbo told the press.
Obbo said Kadaga deemed another probe into BoU as a duplication of the earlier work done by the Abdu Katuntu’s committee.
Michael Busingye has in a petition alleged that the new COSASE chairperson Munyagwa is trying to give some senior officials at the central bank a second chance to table accountability for Shs478bn which they failed to account for.
Under parliamentary rules of procedure, he says the committee does not have powers to re-examine the case.
Bukenya also wants Kadaga to block a new subcommittee instated by Munyagwa and chaired by his deputy Ibrahim Kasozi from wasting tax payers’ money in re-investigating finished business.
Bukenya believes the exercise is bound to cost another tax payers money yet former Bugweri County MP Abdu Katuntu’s committee already did a perfect job.
The first petition was presented to the office of the speaker last Friday by Kakuru Sam a student at Uganda Christian University.
Michael also says this is a syndicate and Diversion created by Deputy Governor Louis Kasekende and Director Tullow Oil Jimmy Mugerwa to sabotage the previous Findings of the Former Chairman Abudu Katuntu.
MPs last week told the committee to instead push for the implementation of the existing Cosase report on irregularities in the closure of seven commercial banks.
