Anti-Corruption Unit – State House Uganda has arrested Engineer Robert Kakiza who was interdicted with Local Government Permanent Secretary, Muhanguzi Kashaka, over the bogus LC bicycles importation on October 22, 2012.
This followed a tip from a whistle blower last week prompting the unit headed by Lt Col Edith Nakalema and police to taken action.
Engineer Kakiza had eluded prosecution after being declared dead for 9 years.
On Monday, he appeared before the Anti-Corruption Court and was remanded to Luzira prison until Friday.
As a member of the evaluation committee appointed by the Ministry of Local Government to oversee the procurement of 70,000 bicycles, Engineer Kakiza abused the authority of his office and did an arbitrary act prejudicial to the interests of government of Uganda.
Kakiza was then serving as the Principal Civil engineer in the Ministry of Works and Transport when the scandal broke.
Kakiza, his boss Kashaka, Sam Emorut Erongot [Local Government Ministry’s Assistant Commissioner Policy and Planning], Timothy Musherure [Project Officer], Adam B. Aluma [Transport Officer] and Robert Mwebaza [the Principal Procurement officer in the Prime Minister’s Office] were members of the Evaluation Committee that vetted the bicycle deal.
They were charged for causing government loss of ShS4.2bn in the bicycles importation scandal.
The 70,000 bicycles were intended for distribution to LC Chairpersons in parishes, districts and villages to ease their work.
The accused were also charged with signing a contract with AITEL without reference the Contracts Committee.
The group was handed 10 years in prison and ordered to refund the Shs4.2bn which they swindled.
