Cabinet sat on Monday September 10, 2018 at State House Entebbe under the Chairmanship of H.E the President and approved the recommendations and implementation plan for the rationalisation of Agencies, Commissions and Authorities.
The rationalization is required; to align the functions, structures, plans and budgets of Government Institutions based on National strategic goals and priorities for efficiency in the provision of public services.
Cabinet aims to eliminate functional ambiguities, duplications and overlaps among Government Institutions; to eliminate wasteful expenditures in Agencies, Commissions and Authorities with a view to allocating those resources to other priority areas for socio-economic development of the country and harmonise wages between employees of Agencies, Commissions and Authorities and traditional Public Service in order to improve motivation of Public Officers.
It also wants to streamline the legal and institutional frameworks to ensure the retained Agencies, Commission and Authorities are well aligned and more accountable to the citizens and mainstream Government Ministries.
In a July 2017 letter, President Museveni directed Vice President Edward Ssekandi and Prime Minister Ruhakana Rugunda to spearhead review of government agencies that he said were a burden to taxpayers.
Each agency reverted to a ministry will be headed by a commissioner, another source said, while the ministry’s accounting officer will take over accountability for the absorbed unit.
Under the new arrangement, the National Registration Services Bureau will revert to the Justice ministry while Uganda National Roads Authority under Allen Kagina, Uganda Road Fund and Transport Licensing Board will be absorbed by their parent Works and Transport ministry.
The electricity generation, transmission and distribution and the Rural Electrification Agency are to be merged into one power outfit.
The Lotteries and Gaming Regulatory Board and Departed Asians Properties Custodian Board, Cabinet agreed, should be under Finance.
The Agriculture, Animal Industry and Fisheries ministry will absorb National Agricultural Advisory Services, Uganda Trypanosomiasis Control Council, Dairy Development Authority, Uganda Coffee Development Authority and Cotton Development Organisation.
