The leadership of the South Sudan SPLM/SPLA (IO) led by Riek Machar says it is committed to peace and will not engage in war as per the signed peace deal in the Sudan capital, Khartoum.
Cde Mabior Garang De Mabior (Chairman), SPLM national committee for information and public relations, informed members and the public at large that, in addition to signing the “Khartoum Declaration of Agreement Between Parties of the Conflict in South Sudan”, that they also signed Chapters I (Governance) and II (Permanent Ceasefire and Transitional Security Arrangements) of the revitalized ARCISS.
“We have deferred a number of Outstanding Issues from Chapter I (particularly on the issue of boundaries and states) and shall continue to discuss them at the next round of the continuing IGAD mediated peace process, which shall continue in Khartoum, Sudan.”
Mabior, the son of South Sudan founding father Dr John Garanga, said the SPLM/SPLA (IO) is committed to ending the war through a just negotiated settlement.
“We believe the signing in Khartoum is another milestone in our on-going quest for peace. The Movement shall continue to negotiate in good faith with the regime in order to settle the outstanding issues in Chapter I and reach a final comprehensive revitalized agreement.”
“Our people should understand, the IGAD peace process is still a work in progress and we call on members to be vigilant against negative propaganda and to arm themselves with information, as we move to the next phase of the struggle for fundamental change in our country, the implementation of the agreement.”
He said the Movement is convinced that there is no military solution to the civil war in South Sudan and is confident that the only way to end the war in the country is through a comprehensive peace agreement.
“We are fully committed to the IGAD peace process however, in light of the regime’s gimmicks, their malicious propaganda, their intransigence throughout the peace process, their constant violations of the Cessation of Hostilities Agreements (CoH) and Ceasefire, and their constant aggressive posturing, the SPLM/SPLA (IO) reserves our natural right of self-defence.”
The agreement signed in the presence of Uganda’s president Museveni and Sudan leader Omar al-Bashir made Machar the first vice president of South Sudan again.
