Byanyima asks Kutesa to discipline diplomats who beat wives

Winnie Byanyima

Oxfam international executive director, Winnie Byanyima, has asked the Ugandan foreign minister, Sam Kutesa, to discipline officials who abuse their spouses.

This followed a report of United States of America kicking out of Ugandan foreign service counselor to Washington DC, Dickson Ogwang, for beating his wife.

“Uganda Foreign Minister Kutesa should take disciplinary action on diplomats expelled for violence against their spouses,” Byanyima said.

She described the act as unacceptable, shameful and criminal behaviour.

She said such Ugandan diplomats should never be rewarded with a transfer to another capital.

“A diplomat’s wife lives a lonely life in a foreign capital, her own career/business often on hold. Suffering spousal violence is the limit!” Byanyima revealed.

US police found Ogwang’s wife covered in bruises after being battered. Police took the battered woman to hospital.

As a penalty, the State Department asked the Foreign Affairs Ministry to recall Amb Ogwang to Kampala since he could not be arrested or prosecuted in the US.
