“I am deeply saddened by the passing on of Dr James Makumbi this morning .Uganda will dearly miss you .May he rest in peace,”Dr Atwine said.
President Yoweri Museveni appointed Makumbi to the post in 2002.
Makumbi replaced Brig. Dr. Lukanga Ndawula, who became an army representative in Parliament.
Makumbi, a former Baale county Member of Parliament, tried to regain the seat but lost to dramatist Sulaiman Madada in the 2001 election.
In 1995, Makumbi hit the headlines when he was kidnapped by rebels led by UPDF renegade Maj. Herbert Itongwa on Gayaza Road near Kasangati.
