Chaotic scenes were recorded at City Hall Monday afternoon after Kampala Capital City Authority [KCCA] councillors clashed with divisional mayors over KCCA Amendment Bill 2015.
The meeting got out of hand when Joyce Ssebugwawo, the Lubaga Division Mayor, challenged KCCA councillors, demanding to know what was in it for them if the bill was suspended.
Accusations and counter-accusations then started flying from Authority councillors to Division councillors and back.
Such accusations included a proposed uneven allowance increase announced by Benny Namugwanya, the Kampala State Minister.
The councillors nearly came to a physical fight as the heckling filled the gallery.
Ami the hubbub, Kyambogo Councilor Olive Namazzi moved a motion to adjourn the meeting.
The Minister for Kampala, Beti Kamya, then asked Lord Mayor, Erias Lukwago to assert his powers.
A visibly angry Lukwago was moved to suspend the meeting to a later date.
Kamya has been locked in a war of words with Lukwago and city councillors over the same bill.
She has twice snubbed Lukwago’s meeting accusing him of convening special authority meetings without notifying members fourteen days prior to the meetings.
